Environmental Review Documents

Environmental review process documents will be provided on this page when they become available.

Records of Decision

In April 2016, BLM and WAPA released their Records of Decision (RODs) for the project. The RODs represent the endpoint of the EIS process, stating the decisions of the agencies and providing background on the process. The RODs outline the options, as well as mitigation, enforcement, and monitoring commitments. The RODs are available on the BLM project website (http://www.blm.gov/nm/southline) and WAPA project website (http://go.usa.gov/3FTPh).

Final Environmental Impact Statement

In November 2015, BLM and WAPA released a Final Environmental Impact Statement (EIS) for the project that includes the agencies’ response to substantive comments on the draft EIS, describes the agencies’ preferred alternative, details the anticipated effects of the project, and provides the basis for the agencies to issue their final Records of Decision. The FEIS is available on the BLM project website: https://eplanning.blm.gov/epl-front-office/eplanning/projectSummary.do?methodName=renderDefaultProjectSummary&projectId=83613.

Draft Environmental Impact Statement

In 2014, BLM and WAPA released a Draft Environmental Impact Statement (EIS) for the project that examines a set of reasonable alternatives that would avoid or minimize adverse impacts. The Draft EIS analyzes and documents environmental, social, cultural, and economic impacts of the proposed project to inform the federal agencies’ decision-making and convey these findings to the public.

The Draft EIS is available on the BLM website. The Project Alternatives Map is available for download here. The posters displayed by the Southline Transmission Project team at the DEIS public hearings are available for download here.

At this stage of the NEPA process, the following BLM/WAPA-issued documents are available for your review on the BLM and WAPA project websites:
  • Notice of Intent. The Notice of Intent initiated a public scoping process to solicit public comments and identify issues, opportunities, and concerns that should be considered in the preparation of a Draft Environmental Impact Statement.
  • Scoping Report. This report describes the public scoping process, documenting public engagement efforts, summarizing the comments received, and identifying key issues raised and suggested alternatives to the proposed action.
